Governor Belcher found a squatter, Jabez Utter, residing on a tract of land. He gave Utter a deed to the 70 acres that he had cleared, fenced and built upon as well as 30 additional acres. Later he was arrested for STEALING A BLACK TWO-YEAR old horse from Daniel Cady. Belcher reclaimed the land, adjudged guilty and unable to pay a heavy fine and cost he was given 10 stripes on his naked body and serve prison at 8 lbs a year which must have taken a long time. His wife and daughter were left to the mercy of unfeeling times. Young men drove the poor woman from her home.
